Four places share the name. Massapequa, North Massapequa and East Massapequa are unincorporated hamlets in the Town of Oyster Bay. Massapequa Park is an incorporated village with its own Building and Zoning Department, and the Town has no jurisdiction inside its lines. Two houses on the same street can therefore be permitted by two different departments, which is the first thing to establish and the thing most often got wrong.

The housing is remarkably uniform: the median Massapequa home was built in 1956, around ninety-seven per cent of the stock is detached single-family, and — unlike the slab-built tract housing further west — these houses have basements. That combination is why so much of our work here is mechanical replacement in a basement, and why the flood code below matters as much as it does.

Flood Zone Work

Why Your New Boiler May Not Go Back Where The Old One Was

If your property is in a mapped flood zone, the rule is not advisory. Town of Oyster Bay code and Village of Massapequa Park code both state that new and replacement electrical equipment, heating, ventilating, air conditioning, plumbing connections and other service equipment must be located at or above the base flood elevation, or be designed and built to stop water entering and accumulating in the components during a flood.

Both jurisdictions also go beyond the federal minimum on elevation, requiring the lowest floor — explicitly including the basement — to sit two feet above base flood elevation in the mapped A zones. And both apply the substantial improvement test: once the cost of the work reaches fifty per cent of the market value of the structure, the whole building is pulled up to current standards, not just the part you were replacing.

In practice that means a boiler, water heater, furnace, air handler or condenser going back into a basement that floods is often not a legal replacement, and a job that looked like a straight swap turns into a relocation. It is far better to find that out at the quoting stage than after the equipment is on the truck. If you are in one of the low-lying sections, tell us when you call and we will factor it in.

Who issues my permit — the Village or the Town?

Whichever side of the village line the property is on. Massapequa Park is an incorporated village and permits go through its own Building and Zoning Department on Front Street. Unincorporated Massapequa, North Massapequa and East Massapequa go through the Town of Oyster Bay Building Division. Call 631-587-0085 with the address and we will tell you which applies.

Do I need a water softener in Massapequa?

Very unlikely. The Massapequa Water District draws from the Magothy aquifer and its own annual reports put total hardness in the single figures to low tens of milligrams per litre, which is soft water by any measure. The real local complaint is iron — the district has reported levels above the three-hundred microgram aesthetic standard and has run an iron removal system since 2021. Iron shows up as orange staining on fixtures and laundry, sediment in aerators and toilet fill valves, and fouling in tankless heat exchangers. That needs iron filtration, not a softener.

Why can my new boiler not go back where the old one was?

If the property is in a mapped flood zone, both Town of Oyster Bay and Village of Massapequa Park code require new and replacement heating, air conditioning and plumbing service equipment to be at or above base flood elevation, or designed to keep water out entirely. A basement that has flooded before is usually below it. That turns a swap into a relocation, and it is much cheaper to plan for at the quote than to discover on the day.

What does "substantial improvement" mean for my job?

It is the point at which the cost of the work reaches fifty per cent of the market value of the structure. Past that threshold, flood damage prevention code applies to the whole building rather than only to what you were replacing. It catches people out on larger renovations, and it is worth knowing about before you commit to scope.

Is Massapequa on public sewer or cesspools?

Public sewer, through Nassau County. Village of Massapequa Park code requires connection where a lateral is available and requires any cesspool on the property to be cleaned out, disinfected and completely backfilled once the connection is made. Isolated exceptions exist, as they do anywhere, but the Massapequas are a sewered area — which is a real difference from much of Suffolk County next door.

How far is Massapequa from your shop?
